International Test Commission Constitution Amended Version approved Stockholm 2000 Initially approved at a Meeting of the International Test Commission, Munich, August, 1978; amended Edinburgh, July, 1982; Acapulco, September, 1984; Jerusalem, July, 1986; Kyoto, July, 1990; Madrid, July 1994, San Francisco 1998; Stockholm, 2000. 1. Name The name of the Commission will be the "International Test Commission Inc.", abbreviated "ITC". 2. Aims of ITC ITC will facilitate the exchange of information among members and will further their cooperation on problems and issues related to the construction, distribution, and use of psychological tests and other methods that assess important personal qualities. To achieve these aims, ITC will:
3. Membership 3.1. There will be four categories of members: 3.1. 1. Full Membership A Full Member of the ITC will be a national commission or other national body, that has been recognized by association(s) of psychologists in a country and is working towards the following objectives:
3.1.2. Affiliate Membership Affiliate membership is open to organizations of psychologists and other qualified professionals who develop, publish, distribute and/or use tests, to commercial test publishers, and to those who prepare others for these activities. Organizations seeking Affiliate Membership may work on a regional, national, or international level. 3.1.3. Individual Membership Individual membership is open to any person interested in ITC matters. 3.1.4. Associate Membership. An Associate Member is an organization meeting the conditions for Full Membership, for which the Council of the ITC has waived membership dues. Eligibility for Associate status will be reviewed by the Council of the ITC on an annual basis. 3.2. Admission Application for membership will be submitted to the Council. 3.2.1. A psychological society that is a member of IUPsyS or a national test commission whose application is endorsed/supported by a national society that is a member of IUPsyS will be admitted to Full Membership on receipt of a completed form and payment of its membership dues. The ITC may request additional information about membership applications from societies not meeting the criteria, or from societies seeking Associate Member status. Applications will be received and reviewed by the President Elect. 3.2.2. Organizations interested in Affiliate Membership should submit a completed application form to the President-elect who then will review the application. 3.2.3. When the President-elect believes an application is complete, he or she forms an opinion as to whether the applicant should be approved for membership and transmits this recommendation along with supporting documentation to members of the Executive Committee. 3.2.4. Applicants are accepted as members following their approval by a majority vote of the Executive Committee. Following a decision about membership, the President will notify the applicant of the decision. 3.3. Rights and Duties 3.3.1. Representatives of Full and Affiliate Member organizations have the right: to vote at General Meetings
3.3.2. Representatives of Full Member organizations will each be eligible to cast two votes at General Meetings, while representatives of Affiliate Member organizations will each be eligible to cast one vote at General Meetings. 3.3.3. Individual members and representatives of Associate Members have the right to attend and participate in General Meetings and to receive all ITC publications. They are not eligible to vote at General Meetings nor are they entitled to have items placed on the agenda of a General Meeting. 3.3.4. Members will contribute to the administrative costs of ITC according to regulations laid down in the Bye-Laws. 3.4. Suspension and Expulsion 3.4.1. Membership is automatically suspended when a member is in arrears with the payment of membership dues for more than one calendar year. 3.4.2. Membership is automatically terminated:
4. General Meeting Ultimate authority on all matters concerning the ITC rests with the General Meeting. Each Full Member and each Affiliate Member can delegate only one official representative with the right to vote. A simple majority will prevail in all voting in both the Council and General Meetings, except where it is specifically stated otherwise in the Constitution. 5. Administration 5.1. The Executive Committee and members of Council carry out the administration of the ITC. 5.2. The Council shall consist of at least five (5) but not more than fifteen (15) persons. The method of their election and their Terms of Office shall be as stated in the Bye-Laws. 5.2.1. The Executive Committee, which consists of the President, President-elect, Past-President, Secretary, and Treasurer. 5.2.2. Three elected Council Members. 5.2.3. Two ex officio Members, one to be appointed by the Executive Committee of the International Association of Applied Psychology and one by the Executive Committee of the International Union of Psychological Science. 5.2.4. Two co-opted Members. 5.2.5. The Editor of the International Journal of Testing and the Editor of
the ITC Newsletter.
5.3.The President-elect will assume the office of President when the President resigns or is unable to discharge his or her duties..
5.4. All members of the Council will have a right to vote at the Council Meetings. 6. Property and Income 6.1. Income and property of the ITC shall be applied solely toward the goals of the ITC. 6.2. ITC can reimburse Council members and others for legitimate expenses authorized by the Executive committee. This may include:
6.3. None of the Executive Committee offices shall be salaried. 7. Amendments This Constitution may be amended by two-thirds majority resolution of those Full and Affiliate Members at the General Meeting. The Bye-Laws may be amended by a majority vote of those Full and Affiliate Members present at the General Meeting.
